Homelessness routinely ranks at the top of the list when Portlanders are surveyed about the city’s biggest problems. That holds true for the close-in suburbs as well. But if my inbox and conversations with old friends are any indication, many people still don’t understand what causes homelessness and why it’s so hard to fix. The answers are complicated, and having just started this beat in September, I certainly don’t yet know them all. But I’m learning fast and I’m good at finding answers.

A poll of 822 likely November voters conducted in late May and early June found that only 46% would definitely or probably vote “yes” on a renewal of the regional homeless services tax that provides Multnomah, Washington and Clackamas counties with funding for outreach, shelter and housing for homeless people.

Jamie Breunig’s job as the sole community paramedic in Clackamas County can feel like a brazen act of hope in a world of despair. All of her patients are homeless and most are living outside. They have diabetes, asthma, missing limbs and drug addictions. Some are paranoid, others are depressed and still others have undiagnosed mental illnesses. Nearly all have survived a past trauma. The need can feel overwhelming.

It has been a rough couple of months for the troubled Oregon State Hospital. In March, a patient died while in seclusion after not being checked properly by staff after a fall. Citing medical privacy laws, the hospital has not released that patient’s name. The patient is the 21st person who has died since 2020 while in the care of the hospital and their death set off a series of investigations that have placed the hospital in jeopardy of losing its accreditation and federal funding.
