The Oregonian is the primary daily newspaper serving Portland, Oregon, and is part of Advance Publications. Established as a weekly by Thomas J. Dryer on December 4, 1850, it holds the distinction of being the oldest continuously published newspaper on the West Coast of the United States and has been issued daily since 1861. With the highest circulation in both Oregon and the Pacific Northwest, it ranks as the 19th largest daily newspaper in the nation. Its Sunday publication is known as The Sunday Oregonian.

    A bill in the Oregon Senate aims to make new apartment projects on the margin viable in exchange for affordable units. Senate Bill 684 would establish a fund, seeded with state dollars, for apartment developers to tap low-interest loans. The loan fund was inspired by a similar program in Montgomery County, Maryland. Championed by Sen. Khanh Pham, D-Portland, the bill has garnered bipartisan support, advancing out of two committees so far and now before the Joint Committee on Ways and Means.

    Years ago, I came up with what I thought was the solution to the NBA’s tanking problem. My suggestion was that the NBA should invert the lottery, meaning that the team that was closest to reaching the playoffs would have the best odds of landing the top pick. The league’s worst team would have the worst odds. It would encourage winning and aggressive roster moves and, I reasoned, would create more top-to-bottom parity over time.
