Our new analysis of three Los Angeles neighborhoods—Hollywood, Venice, and Skid Row—shows that rough sleeping has risen to new heights. Rough sleeping refers to unhoused people living without the protection of a vehicle, tent, or makeshift dwelling. If left unaddressed, this increase in the most precarious form of homelessness sets back recent progress in Los Angeles's efforts to combat this crisis. According to the latest count, over 45,000 people are homeless in the City of Los Angeles.

To better inform development of effective policy to address homelessness, RAND continued its study, begun in fall 2021, of the number of people living unsheltered in Hollywood, Skid Row, and Venice. RAND also collected survey data from this population about individual housing needs, experiences, and preferences. RAND experts discussed findings from their latest report, which includes results from fall 2021 through December 2023.

Reducing homelessness requires a social services system to consistently accomplish at least three tasks: identify and engage people experiencing homelessness, connect them to housing, and provide them with appropriate posthousing support so they do not reenter homelessness. Los Angeles (L.A.) County performs these tasks, but—despite unprecedented political and financial investment in all aspects of the mission—this work has not manifested in a quantitative reduction in homelessness.
