Key Findings Respondents noted a lack of education and employment, with more than one-quarter having less than a high school diploma or equivalent. Health issues were a reported concern, with 57 percent reporting a serious mental health disorder and 20 percent reporting overall health as "fair" or "poor."Respondents also reported a lack of income, with the median monthly income of $450.

To better inform development of effective policy to address homelessness, RAND continued its study, begun in fall 2021, of the number of people living unsheltered in Hollywood, Skid Row, and Venice. RAND also collected survey data from this population about individual housing needs, experiences, and preferences. RAND experts discussed findings from their latest report, which includes results from fall 2021 through December 2023.

Key Findings On average, the number of unsheltered residents in these neighborhoods was stable across 2023, a notable change from late September 2021 through 2022, when the rate of growth was approximately 10 percent on an annual basis. In areas that had substantial encampment resolution activities, temporary declines that lasted two to three months on average were observed in the unsheltered population.
