President Zelensky has accused Russia of having no interest in even a temporary truce in Ukraine after President Putin refused to attend a summit in Istanbul and sent a team of low-level negotiators in his place. Zelensky had challenged the Russian leader to meet him for face-to-face talks in Turkey in what would have been the first meeting between the two men since Putin ordered tanks into Ukraine into 2022.
