Data collectionWe will collect quantitative and qualitative data focused on understanding HIV care and harm reduction services, social, structural and programmatic factors (table 1). The research team will greet potential participants who contact the research team by email or phone. Research members will follow a phone or email script to discuss inclusion, scheduling, accessibility, psychological and emotional support for the data collection process.

1. IntroductionSince the emergence of the COVID-19 pandemic in early 2020, countries all over the world have selected and implemented several Public Health and Social Measures (PHSMs) in the process of trying to contain the spread of the SARS-CoV-2 virus. These clusters of PHSMs have significantly impacted the population and their application has been questioned in the political, social, and economic dimension.
