    A new class-action lawsuit alleges that the Honolulu Police Department has had a “longstanding pattern” of arresting people on suspicion of driving under the influence without probable cause and due process. The American Civil Liberties Union of Hawaiʻi and law firm Miyashita & O’Steen filed the complaint in Hawaiʻi’s First Circuit Court on Thursday on behalf of three people arrested for a DUI despite having no drugs or alcohol in their system.

    State economists forecast a downturn in the economy this year, but they stopped short of predicting a recession. The state Department of Business, Economic Development and Tourism released its most recent forecast for Hawaiʻi’s economy, highlighting the volatility of federal-level actions, a lagging tourism industry and inflation as the drivers of the worsening economy. It projects the state’s real GDP will grow by 1.2% this year, down from the 1.7% growth it projected previously.

    The Honolulu City Council has proposed a six-year sewer fee hike plan for Oʻahu that incentivizes water savings, instead of the original 10-year plan. The City and County of Honolulu’s initial requested sewer fee schedule for the next decade would increase sewer fees by 115% by 2034, but on Tuesday, the council’s budget committee decided to delete mention of sewer rates from 2032 to 2034 in Bill 60.

    The state Board of Land and Natural Resources voted to move forward with an initiative to raise and preserve native and endemic limu species in Hawaiʻi. Last week the board approved a project submitted by the state Department of Land and Natural Resources’ Division of Aquatic Resources and the Research Corporation of the University of Hawaiʻi to construct a limu — or seaweed — nursery at the Ānuenue Fisheries Research Center on Oʻahu’s Sand Island.
