    Swift Current Energy has encountered a major stumbling block in developing a standalone BESS in Virginia. Officials at Rockingham County, in rural Virginia, about 130 miles from the state capital, Richmond, refused to grant the Massachusetts-headquartered developer a Special Use Permit (SUP).
