Representatives Ami Bera, M.D. (D-CA-06) and Jay Obernolte (R-CA-23) relaunched the California Public Higher Education Caucus, or CPHEC, earning the support of the University of California on behalf of UC President Michael Drake. According to a press release from Representative Bera’s office, CPHEC is a “a bipartisan group of 23 lawmakers” advocating for the UC system, California State University and California Community Colleges school systems and their students.

In their 2025-26 budget report, the Legislative Analyst’s Office, or LAO, recommended that the UC system pause its plan to replace 902 nonresident undergraduate students with California residents at its three high-demand campuses: UC Berkeley, UCLA and UC San Diego, or UCSD. Since 2022, the university has implemented a state directive to gradually replace nonresident students with California residents while maintaining the same levels of total enrollment.

On Feb. 19, Sutter Health announced a more-than-$1-billion plan to build its flagship medical campus in Emeryville, consequently replacing the Alta Bates Summit Medical Center, which will remain an acute care facility until the new medical center is constructed. According to a Sutter press release, the phased project will feature both a regional destination ambulatory care complex and a medical center. It will initially have a capacity for 200 beds as well as room for future expansion.

William Drummond still remembers the thick, heavy-bonded paper of the Stanford University undergraduate admissions application. He also remembers the question on the application that led him to promptly toss it out. “Please list all of the people that you know who are Stanford graduates,” Drummond said. “At that point, I gave up,” Drummond recalled.
