President Donald Trump has continued his shake-up of NLRB leadership by firing Acting General Counsel (GC) Jessica Rutter and replacing her with William Cowen. Mr. Cowen will serve as Acting GC until President Trump names an official nominee, who will require Senate approval. Ms. Rutter served as Acting GC for less than a week, having stepped in to replace former GC Jennifer Abruzzo, who President Trump fired on January 27, 2025. Early this week, the Trump Administration removed General Counsel (GC) Jennifer Abruzzo and Board Member Gwynne Wilcox (a Democrat) from their positions at the National Labor Relations Board (NLRB). While Member Wilcox’s removal is likely to face legal challenge, in the interim it leaves the Board without a quorum, preventing it from deciding cases. As far as the GC position is concerned, Deputy GC Jessica Rutter has stepped in as Acting GC.

President Donald Trump has re-appointed Marvin Kaplan to the position of Chairman of the National Labor Relations Board (NLRB). The move follows the custom of elevating a member of the president’s party to Chair the Board following an election. Kaplan’s appointment sets in motion the Trump Administration’s labor policy efforts, which will likely pick up steam once the Senate confirms the president’s not-yet-named nominees for the two open board seats.
