The Net Neutrality rules were introduced and implemented in 2015 and were designed to ensure that Internet service providers acted as neutral gateways and promoted a more open Internet. The 2015 Net Neutrality rules required Internet service providers to treat all Internet traffic equally—in terms of pricing, bandwidth, availability, etc. However, in 2017, under a new administration, the FCC voted to repeal and roll back the 2015 Net Neutrality rules.

In late October, the Department of Justice issued a new proposed rule that would implement regulations prohibiting the transfer of certain categories of bulk data about U.S. individuals to persons entities, or locations connected to “counties of concern”, which include China, Cuba, Iran, North Korea, Russia, and Venezuela.

Efforts to Address the Lack of Federal Data Privacy Legislation in the U.S. Have Continued - The need for federal data privacy legislation was reiterated in the House Energy and Commerce Committee’s Subcommittee on Innovation, Data, and Commerce meeting in April 2023. The hearing focused on the need for comprehensive privacy legislation to replace the ‘piecemeal sector-specific approach’ within existing U.S. laws. It was stated that these laws do not consistently protect consumers.
