For more than two decades, the U.S. Coast Guard (USCG) has been using its Project Evergreen strategic foresight initiative to prepare for the missions of the future. Over time, the Office of Emerging Policy (DCO-X) has organized scores of workshops with both USCG personnel and subject-matter experts to explore a variety of scenarios portraying what the executive branch, Congress, and the public might expect from the service decades into the future and how the service might respond.
