El Govern ha logrado sumar al acuerdo a sus dos socios de investidura, ERC y Comuns, pero no ir más allá de en el arco parlamentario, aglutinando a la oposición, como pretendía de entrada. Aparte del rechazo previsible de PP y Vox, tampoco se han sumado al pacto ni Junts ni la CUP, que creen que es incompleto.
