    Negative wholesale electricity prices and renewable curtailment sure seem alarming. According to a recent article, Solar power glut boosts California electric bills. Other states reap the benefits, it sounds as if Californians are throwing precious money down the drain. The truth, however, is that money isn’t being wasted. Negative prices and curtailment aren’t the big problem they are made out to be but an important signal that transmission upgrades and storage could be in the money.

    Making offshore wind a reality in California requires significant coordination and collaboration between many state agencies, regulators, buyers, and sellers over many years. The California Public Utilities Commission (CPUC) recently kicked off development of a centralized procurement plan—a fancy way of saying a financial commitment to offshore wind on behalf of all Californians. It is a big step forward toward building wind power off the California coast.

    An efficient and up to date electric grid is foundational to meeting the state’s growing clean energy needs and decarbonizing California’s economy. But even the most modern grid can be undermined if the utility can’t communicate price signals to customers fairly and effectively. PG&E’s billing system is severely outdated and has repeatedly delayed efforts to update electricity pricing to reduce pollution and enhance equity.

    A recent analysis by the Environmental Protection Agency (EPA) proposes that it’s worth around $190 to curb each ton of carbon dioxide emissions – almost four times more than prior estimates. That’s the central conclusion of EPA’s updated methodology for calculating the economic damage done by greenhouse gas pollution. The agency released that updated analysis to determine what’s called the “social cost of greenhouse gases” (SC-GHG) last December for public comment and scientific peer review.
