    Daniel Biss has declared victory in his campaign for a second term as mayor Tuesday after challenger Jeff Boarini called him to concede the race. With all precincts reporting as of 10 p.m., Tuesday, Biss had 10,350 votes representing over 62% of the vote share against Boarini’s 6,321 (38%). These are unofficial results, and will change as remaining mail-in ballots are counted over the next two weeks.

    Born and raised in Evanston, Emma Ferrer was brought up by immigrants. The city welcomed her parents in the 1970s. She said the community that raised her with “open arms” made her the person she is today.

    Nine months of work is coming to fruition for the city’s Liquor Control Review Board. At its January meeting, the board voted to send an updated liquor code — which includes simplified liquor license classes, new license fees and a new tavern category — to City Council for introduction on Monday, Jan. 13. If passed, the new code can be enforced by Jan. 25. Board members Ty Phillips, Michael Miro and Assistant City Attorney Brian George have been working on the code amendments since March 2024.

    Now that drafts of the new comprehensive plan and zoning map are available, the city is meeting with residents to get their feedback. At a Ninth Ward meeting Tuesday night at the South End Community Center, Planning Manager Liz Williams gave attendees an update on the timeline the city is following for bringing the items — part of the yearlong project dubbed Envision Evanston 2045 — to City Council for approval.

    To celebrate five years since the passage of the Evanston’s reparations program, the city’s Reparations Committee held a town hall meeting Thursday at which panelists from around the nation discussed the impact of the program here and other reparations movements. About 100 attendees, some from the local community and others visiting for the 2024 National Symposium for Local and State Reparations, lined the pews at Second Baptist Church at 1717 Benson Ave. Thursday evening.
