In May 2020, England introduced a "soft" opt-out system for organ donation, following the earlier adoption of similar legislation in Wales (2015) and later Scotland (2021). The goal was to increase organ availability by presuming most adults to be willing donors unless they explicitly opted out. However, several years on, the anticipated improvements in organ donation rates have not materialised, and the implementation of the law has been shown to be more complicated than proponents had expected.

DiscussionTrends in the organisational structure, workforce and recorded appointments in English general practice show that in the last decade, within the context of a growing and ageing population, there has been a shift towards fewer but larger organisations and more multidisciplinary teams with fewer qualified FTE GPs per 1000 patients. Both qualified GPs and DPC roles, including the PCN workforce, represented 19% of the FTE workforce in general practice by September 2022.

Interpretations of national policy objectives on health inequalities varied. Some leaders interpreted national policy objectives for ICSs broadly—for example, as being about tackling poverty, improving social and economic conditions and reducing inequalities in life expectancy. One NHS leader in ICS C said they were focusing on poverty as the ‘core driver of the vast majority of health inequalities we’re facing’.
