Then on Tuesday, two dozen workers who help manage a key piece of the system were among the hundreds laid off. Republicans applauded an address by President Donald Trump to a joint session of Congress on Tuesday night in which he touted “swift and unrelenting action” in the six weeks since he returned to the White House.
