Report of the Subcommittee on the Power of the Purse: Princeton Initiative on Restoring the Constitutional Powers of Congress

Although the United States Constitution grants Congress the power of the purse, executiveencroachment and congressional acquiescence require that Congress take action to reassert itspower over government spending. With this aim, this report recommends a series of reformsfocused on (1) improving transparency and accountability to Congress and (2) enablingexpedited congressional review of executive spending.
