In August 2023, the College of Commissioners asked the Group of Chief Scientific Advisors to produce a Scientific Opinion on the complex issue of solar radiation modification (SRM). The aim is for the Advisors' policy recommendations to contribute to defining the EU's position in international discussions on SRM, as well as informing any future planning for research programmes and decisions on EU financial instruments.

ABSTRACTDeliberately removing carbon dioxide from the atmosphere is an important element of bringing mitigation pathways in line with the climate goals of the Paris Agreement. To reach global net-zero CO2 emissions and limit global warming to 1.5°C with no or limited overshoot, global mitigation pathways assessed by IPCC’s Sixth Assessment Report require some world regions to achieve net-negative CO2 emissions with large-scale carbon dioxide removal (CDR) deployment.

By recommending an ambitious reduction target for 2040, the outgoing Commission aims to initiate the transition to the next phase of European climate policy. Similar to the targets for 2020 and 2030, this marks the start of policy planning and public debate on the desired level of ambition and essential climate policy reforms leading up to 2040. This is a particularly important interim step on the way to achieving EU-wide greenhouse gas neutrality by 2050.

Die im Klimaschutzgesetz vereinbarte Zeit­schiene für das 2040-Zwischenziel sieht vor, dass die Kommission den Vorschlag sechs Monate nach der ersten weltweiten Bestands­aufnahme (Global Stocktake) im Rahmen des Abkommens von Paris vorlegt, die bei der COP28 im Dezember 2023 abgeschlossen wurde. Da diese Vorgabe mit den Europawahlen im Juni kollidiert, hat die Kom­mis­sion beschlossen, zuerst die Mit­teilung zu veröffentlichen und den Legislativvorschlag der nächsten Kommis­sion zu überlassen.
