A new proposalto sweeten pension benefits for some public employees has recently come before the New York Legislature. While the costs of the proposal are much higher than the state’s estimates, increased pension benefits are unlikely to improve recruitment of new public sector employees. The cost projections of the reform underestimate the true economic cost of increased retirement guarantees.
