Recommendation: The White House should issue an executive order establishing a NIST-led interagency working group, focused on getting on-chip governance mechanisms built into all export-controlled data center AI chips. Background: For on-chip governance to reach commercial scale, long-term collaboration between government and industry will be required. For progress to be made quickly, an executive order could be an appropriate forcing function.
