“This is the TAO, launch the Alert-60, AEW, side 603!” It is 0300 local time in the southern Red Sea. We have 60 minutes to get airborne. Awakened from a dead sleep by the USS Dwight D. Eisenhower’s (CVN 69’s)tactical action officer (TAO), we begin our well-briefed and by now well-practiced groundwork to launch our E-2C Hawkeye into the night. With only an hour to prepare, the crew splits up to accomplish the myriad tasks required to catapult the aircraft off a floating airfield to meet the enemy.

Captain Manvel is a former engineering duty officer specializing in aircraft carriers. He served on board three, last as chief engineer of the USS (CV-66) during Operation Desert Storm. He assisted in supervising the construction of two -class carriers and led the development of the class’s maintenance strategy. He also led the development of the initial concept design of the class. He taught naval architecture at the U.S. Naval Academy for 11 years after retiring from active service.

With some modifications, the existing expeditionary fast transport (EPF) design, formerly known as the joint high-speed vessel (JHSV), can meet the Navy and Marine Corps requirement for a light amphibious warship (LAW). In the Marine Corps’ annual Force Design 2030 update released in May 2022, it was announced that Military Sealift Command expeditionary sea base (ESB) and expeditionary fast transport (EPF) vessels will be used as interim solutions until the LAW is delivered.
