In May 2006, when he was 6 years old, Nate Farnham was removed from his mother’s custody by Vermont’s Department for Children and Families. His mother, with whom he no longer speaks, had a substance use disorder, he said. From his home in Cambridge, Farnham was taken to the Brattleboro Retreat, a residential mental health facility, where he spent most of the next year and a half.

Two Vermont health insurance companies are seeking higher premiums for plans bought on the state marketplace in 2026, requests that come amid rapidly rising health care costs statewide. Blue Cross Blue Shield of Vermont is seeking to raise the cost of its premiums by an average of 23.3 percent for individual plans and 13.7 percent for small group plans on the state health insurance exchange next year.

Over the past several months, Vermont lawmakers and state officials have been preoccupied with the fate of the state’s largest health insurance company. Blue Cross Blue Shield of Vermont, the Vermont-based member of the nationwide health insurance organization, is also the only health insurance company based in Vermont.
