I. INTRODUCTION Anticipating future threats from alien species to prevent their occurrence is the most cost-effective strategy to manage biological invasions. Bioeconomic modelling has shown high returns on investment in preventative measures that reduce the probability of biological invasions by animals and plants (Keller, Lodge & Finnoff, 2007; Leung et al., 2002; Springborn, Romagosa & Keller, 2011; Epanchin-Niell, 2017).

Invasive alien species are driving biodiversity loss and extinctions in every country, all over the world. Responding to the challenge, the United Nations is today releasing the first global assessment of invasive alien species and their control. It comes from the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), which represents almost 140 member states.
