The old building has been unused since cases were reassigned to Preston Magistrates Court. The proposed 11-storey scheme has been designed to complement the adjacent Chorley Town Hall and other historic or listed buildings located nearby.

The offices on floors two to 15 of The Guild Tower have been vacant for over a decade. The ground floor is currently occupied by the Level entertainment complex which features a bowling alley, arcade, sports bar and restaurant.
