Much of the current conversation in the higher education community is focused on value and the return on investment (ROI) that students obtain as a result of pursuing higher education. But while the nation seems to be reconsidering whether a college education is worth the cost, not enough attention is being paid to how individual institutions manage to provide a high ROI to students.

Today, millions of students attend college online, including millions enrolled in online programs offered by colleges that are physically located in another state. These online students may assume that they are protected by the same basic consumer protection laws that cover brick-and-mortar students in their state, such as refund and cancellation rights, and tuition reimbursement funds that help students when schools close abruptly.
