Mohsen Mahdawi was arrested by Immigration and Customs Enforcement (ICE) agents after he showed up for his appointment in Vermont as part of the process to become a U.S. citizen.     Authorities have arrested a suspect they believe is responsible for two separate arson attacks in New Mexico earlier this year.
