Dmitry Sinkovsky can do things that no other classical musician can. Let me give you an example: On Thursday night at Minneapolis' Temple Israel, Sinkovsky had just concluded an exuberant and very exciting interpretation of one of Antonio Vivaldi's copious concertos with a final-movement violin cadenza that sounded like an Eddie Van Halen guitar solo, all flying fingers, smoke seemingly emanating from his bow, the notes speeding by at an astonishing pace.

After emerging from a crucible of what both co-chairs described as some tough negotiations involving heated tempers, the omnibus transportation finance bill was approved via split-voice vote Friday by the House Transportation Finance and Policy Committee. Its next stop is the House Taxes Committee. HF2438 was amended six times over the course of Friday’s meeting, most of the changes relatively technical in nature.

It all started when writer and actor Tina Fey picked up a copy of “Queen Bees & Wannabes,” Rosalind Wiseman’s guide for parents of teenage girls, which offered advice on how to help daughters navigate the pressures of high school. Fey saw in it the seeds of satire, so she wrote a screenplay that became “Mean Girls,” a big hit when it came out in 2004.

Like all things at the federal level right now, the future of the “new markets tax credit” remains uncertain. But even if it’s allowed to expire this year, Minnesota might be stepping up with one of its own. Around since 2000, the federal New Markets Tax Credit promotes development in “severely distressed” census tracts by offering investors the incentive of a tax credit.

By Rob Hubbard Although the Ordway Concert Hall remains the SPCO's home base, the orchestra performs concerts at three venues in Minneapolis (Ted Mann Concert Hall, the Capri Theater and the Basilica of St. Mary), as well as churches in St. Paul, Apple Valley, Eden Prairie and Mahtomedi. Subscription ticket packages are on sale at thespco.org or 651-291-1144. They start at $16 per concert for adults, with all tickets free to students and children. Individual tickets go on sale in August.
