Since taking office, Trump has capped indirect costs of NIH grants to 15% and has also proposed cutting NSF to one-third of its present budget. Indirect costs are those costs in a grant that enable scientific research including: animal facilities, cell culture, cold rooms, clean rooms, facility maintenance, utilities, IT, administrative costs, safety, depreciation of equipment, and general lab operations.
