Elsbeth Tascioni is unlike any other crime solver on TV right now—and it’s not just because of her singular sense of style. (The woman is always armed with three big tote bags and wearing a delightful coat-and-hat combination.) The CBS drama’s astute protagonist is like sunshine in human form.
