1. IntroductionIn current localized conflicts, unmanned aerial vehicles (UAVs) are being equipped for high-risk, high-difficulty tasks such as intelligence reconnaissance, fire strikes, and communication support [1,2]. Due to their high cost-effectiveness, UAVs are gradually becoming a significant force in transforming the nature of warfare. In civilian scenarios, countries frequently suffer from natural disasters.
