An antiship ballistic missile fired by Houthi fighters struck a US-owned cargo vessel off Yemen on Monday, but the ship and its crew were not seriously harmed, according to the US military’s Central Command. The attack was the latest in the Red Sea and nearby waters by the Iranian-backed militia, which has claimed it is acting in response to the Israeli military response in the Gaza Strip.

Saudi Arabia said Monday that it would extend a cut in oil production of 1 million barrels a day that it announced in June through at least August, trying to push up what officials view as stubbornly weak oil prices. The Saudis were joined by Russia, whose deputy prime minister, Alexander Novak, said that Moscow would cut supplies by 500,000 barrels in August. Together, these trims could amount to 1.5 percent of global supplies.

Oil prices surged on Monday and US officials voiced their displeasure a day after OPEC members announced substantial cuts in production, a move that reaffirmed Saudi Arabia, the group’s leader, as a headstrong giant in the oil market. Traders bid up crude prices after the news of cuts totaling more than 1.1 million barrels a day, or 1 percent of global production, beginning next month. Brent crude, the international benchmark, rose about 6 percent, to about $84.50 a barrel.
