This spring marked the seventieth anniversary of the landmark Supreme Court case Brown v. Board of Education. For all of its shortcomings and still unfulfilled promises, Brown set off a wave of school desegregation and civil rights legislation and continues to serve as a cornerstone for educational equity.

In 2022, I taught a graduate class on dual-language immersion and English as a second language (ESL) for educators in a local school district. All of my students were in leadership positions at the school or at the district level. But when class started that fall, several of these students were abruptly sent back to classrooms to fill in teacher vacancies.

A recent study conducted to coincide with the seventieth anniversary of Brown v. Board of Education found that school segregation has increased over the past three decades, especially in urban areas. The researchers cited the proliferation of charter schools as one of two main reasons why segregation has exacerbated during this period, demonstrating an association between places with charter school growth and increases in segregation over the time period in question.

Washington Latin is nestled in the tidy, leafy, mostly middle class neighborhood of Fort Totten in Northeast Washington, D.C., close to the Maryland border. The school itself is a bright red brick building that has been newly renovated and boasts a state-of-the art gym. The scholars at “Latin,” as it’s often referred to in D.C., wear uniforms and its pedagogical approach is unapologetically steeped in the classical tradition—Aristotle, Socrates, Latin, Greek, and the rest.

Zoning—the rules about what can and cannot be built, and where—shapes everyone’s lives in powerful ways, but often operates invisibly to the average person. Residential zoning is particularly impactful, because it determines what types of housing exist in which neighborhoods, whether apartments or duplexes are allowed, where homes must have multiple parking spaces or large yards that drive up cost, and, ultimately, who can afford to live in any neighborhood where housing is built.
