1 Introduction It is the stated aim of the current Australian Government to reform Medicare to support the primary care health workforce to work to the top of their scope of practice within multidisciplinary teams (Stengthening Medicare Taskforce 2023). Medicare was designed at a time when most of primary care was provided by general practitioners (GPs), treating predominantly acute episodes of illness.
