We used data from the Peer harm Reduction Of Maryland Outreach Tiered Evaluation (PROMOTE), a mixed-methods, cross-sectional study of people who use drugs (PWUD) in Baltimore City and Anne Arundel County (AAC), Maryland. Adjacent to Baltimore City, AAC has the third-most unintentional overdose deaths in the state and is largely constituted of suburban (more sprawling communities with limited access to public transportation) communities with limited harm reduction service coverage [24].
