BRUSSELS -- Two Chinese groups have withdrawn from a solar project in Romania after the European Union launched a fair competition investigation against them, an EU official said Monday. A subsidiary of LONGi Green Energy Technology, a leading maker of solar panels, is no longer pursuing the project to build the photovoltaic park, Thierry Breton, the European commissioner for the internal market, said in a statement.

The paper from the Rome-based research and education institution, titled "NATO and a Taiwan contingency," is an academic report rather than the bloc's formal position. But analysis of Taiwan's situation in relation to NATO is rare, and it could serve as a reference in the alliance's strategic planning.
