    Despite the apparent public controversy, the concept of expropriation is neither new nor dangerous. In fact, the authority to expropriate private property is necessary for a functional state, based on the rule of law and constitutionalism, especially where the economy is structured to preserve private property. Without this power, it is difficult to see how the state can deliver basic services.
