On November 20, 2024, Governor Maura Healey signed the Massachusetts Leads Act, engrossing House Bill 5100 (the “MA Leads Act”), which, among many funding provisions, contains two changes that will significantly benefit project developers. Not to be outdone, on November 21, the Governor signed Senate Bill 2967, An Act Promoting a Clean Energy Grid, Advancing Equity, and Protecting Ratepayers (the “Clean Energy Grid Act”).

According to the White House Blueprint for Maternal Health, “the United States is facing a maternal health crisis,” particularly with regard to untreated mental health and substance use disorders. Many efforts to address this crisis focus on improving evidence-based practices such as screening, assessment, and treatment. While such evidence-based practices are critical, they cannot improve outcomes if they are not implemented by the professionals serving perinatal individuals.

The US is confronting a perinatal mental health crisis rooted in policies and endemic racism that have significant negative impact on perinatal women and people, especially those from racial-ethnic minoritized backgrounds (note 1). This commentary provides context for the findings of the Health Affairs study by Sarah Haight and colleagues describing racial-ethnic disparities in perinatal mental health by focusing on drivers of these inequities and offering recommendations to address them.

The Executive Office of Energy and Environment Affairs has had an Environmental Justice Policy since 2002, which requires enhanced analysis of air pollution and other impacts and public participation for environmental justice populations in the environmental review process of projects near such populations. Yet, it was not until the Climate Roadmap Act of 2021 that the law required the MassDEP to adopt regulations requiring “Cumulative Impact Analysis” for certain permits and approvals.
