When examining the impact of PHR on the mismatch of medical resources, quantile regression is effective in revealing the heterogeneous effects of the policy across different levels of mismatch. The study performs quantile regressions at the 5th, 25th, 50th, 75th, and 95th percentiles. The specific results are shown in Panel A of Table 6: PHR has a greater impact at the lower percentiles (5% and 25%), while its effect is insignificant at the median (50%).
