    By Oliver SmithHMP Durham has been criticised in a recent Prisons and Probation Ombudsman report which labelled the restraining of a William Dawson, a 64-year-old disabled prisoner, as “unjustified and not in line with the policy framework”. Dawson was being escorted to hospital, where he died two months later from pancreatic cancer, when he was restrained with a long metal cable with cuffs at either end.
