Público, Social Communication S. A., the publisher of the PUBLIC newspaper, is a part of the Portuguese Sonae business group and was established in 1989. Vicente Jorge Silva was the inaugural director. The first edition of Público was released on March 5, 1990, along with an Editorial Statute, which is still in effect today. Público, Comunicação Social S. A. was officially incorporated on October 31, 1989, just four months prior to the newspaper's debut. In 1991, Público joined the World Media Network, a consortium of major newspapers worldwide, including notable publications like Germany's Süddeutsche Zeitung, Spain's El País, France's Libération, and Italy's La Stampa. Through this network, Público has collaborated on various special supplements. At one point, it held shares in foreign media companies, including those behind El País and La Repubblica (Italy). Currently, Público operates under Sonae's communication sub-holding, Sonaecom. On May 11, 1995, Público launched its website, and by September 22 of the same year, PÚBLICO Online (now known as Público.pt) was created, along with a new entity, Público.pt Digital Multimedia Services, SA. Additionally, on September 6, 1999, it began offering a dedicated news service that is updated multiple times each day.
