    Austin Davis, the founder of AZ Hugs who was cited 34 times from December 2023 through May 2024 for feeding homeless people in city parks without a special-event permit, has filed suit in U.S. District Court against Tempe and City Manager Rosa Inchausti, alleging violation of his constitutional rights.
