    Carl Streiff looked out across what used to be the fourth fairway at Shalimar Golf Club. “You know, these houses, particularly on Cairo and Country Club Way, they’ll become nothing special,” said Streiff, president of Save Shalimar. “It’ll be like, ‘I can get this anywhere.     After a meet and confer ordered by U.S. District Court on June 6, City of Tempe officials agreed not to require its special-events permit for meals for the homeless in city parks. The agreement was made in exchange for Ron Tapscott, Austin Davis and Jane Parker, who conducted charitable food-sharing activities without a permit, dropping a request for a preliminary injunction against the city.
