    A former Franklin man is accused of raping and molesting a child for nine years. Joseph “Joey” Tyler Moore, 22, currently of Indianapolis, is charged with rape as a Level 3 felony and sexual misconduct with a minor as a Level 6 felony. The most recent incident happened in 2022, but the abuse was reported April 1. A woman learned of the abuse after Moore told her he was “attracted to children” and the victim.

    The pre-dawn is clear, cool and calm when I step outside. In the fading darkness, a barred owl calls from the nearby woods. In the growing light of a new day, I hear songs of a robin and a phoebe, both in the yard where I expect they will nest a bit later. Conditions are great for a morning walk. I go onto the road that I will follow for about a mile, going past ponds, swamps, woods and fields until I reach a river. The usual crows, ravens and blue jays greet me.

    After years of anticipation for some and dread for others, the $66.2 million U.S. 31 project is finally under construction in Franklin. Work began Monday, and the typically four-lane road is down to two between Schoolhouse Road and Acorn Drive as workers rehabilitate the bridge and replace the box culvert over Canary Creek.

    Work on the first phase of the U.S. 31 project is now expected to begin next Monday. Milestone Contractors, the contractor the Indiana Department of Transportation has hired for the project, will complete bridge rehabilitation and box culvert replacement work over Canary Ditch in the first phase. This area of U.S. 31 is between Acorn Drive and Schoolhouse Road.
