Long-time Franklin Plan Commission member honored for 34 years of service

In a fitting setting — a Franklin Plan Commission meeting — city leaders honored long-time member Jim Martin. Martin has been a member of the commission for 34 years, also serving on the board of zoning appeals and in other capacities for the city. Mayor Steve Barnett and Senior Planner Joanna Tennell presented Martin with a plaque to recognize his service at the Tuesday plan commission meeting.
Johnson Memorial Health hopes to bring primary care to Bargersville

Johnson Memorial Health is hoping to open a new primary care office in Bargersville. The Franklin-based county hospital system is asking the town council to rezone 2.32 acres of a 5.952-acre parcel of land just east of the Bargersville Police Department at Whiteland and Morgantown roads. The land is currently zoned rural residential, and it would become C-2, local business, if approved.

In response to a new state law, a wheel and excise tax ordinance has rolled into Bargersville. The town council is the latest to consider a wheel and excise tax in response to House Enrolled Act 1461, a law requiring the taxes if local units of government wish to continue getting funds from the Community Crossings matching grant program.

The Bargersville Town Council has one map to consider for the town’s first division into single-member council districts. Beginning in 2026, the five-member council would be comprised of three members who must reside in a specific district and two at-large members who could be from any part of town.
Indy man sentenced for attempted Greenwood gun store robberies

An Indianapolis 19-year-old was convicted and sentenced Wednesday on several charges related to a pair of Greenwood gun store robberies that occurred in 2024. Javanta Tavainy Phillips was convicted in Johnson Superior Court 1 via plea agreement of two counts of attempted burglary as a Level 5 felony and resisting law enforcement as a Level 6 felony. Phillips was sentenced the same day by Judge Brandi Foster Kirkendall in an open plea agreement.
Commissioners explain new Johnson County Courthouse grounds policy

Organizations wishing to put on an event at the Johnson County Courthouse are subject to new rules. The new grounds policy was put in place in January and each event put on at the courthouse so far this year has had to follow them, including Strawberries on the Square set for this afternoon and Franklin American Legion Post #205’s Memorial Day ceremony, which is to take place Monday. Some have expressed a negative impression of the policy and how it has impacted the Legion’s Monday event.

A company that was just given a second tax abatement by the city of Franklin has been ordered to unwind its operations. On Monday, the city council awarded Indianapolis-based Pure Development a new three-year real property tax abatement to build out the interior of a shell building the company owns at 2280 McClain Drive, Franklin.
Former Franklin man charged after years of alleged child rape, molesting

A former Franklin man is accused of raping and molesting a child for nine years. Joseph “Joey” Tyler Moore, 22, currently of Indianapolis, is charged with rape as a Level 3 felony and sexual misconduct with a minor as a Level 6 felony. The most recent incident happened in 2022, but the abuse was reported April 1. A woman learned of the abuse after Moore told her he was “attracted to children” and the victim.
Ready or not: US 31 safety improvement project now underway in Franklin

After years of anticipation for some and dread for others, the $66.2 million U.S. 31 project is finally under construction in Franklin. Work began Monday, and the typically four-lane road is down to two between Schoolhouse Road and Acorn Drive as workers rehabilitate the bridge and replace the box culvert over Canary Creek.
Weekend flooding still impacting Edinburgh, southern Johnson County

River and creek levels are now slowly falling, but flood waters remain high in southern Johnson County. The Diftwood River in Edinburgh reached a crest of 16.57 feet at 4:15 p.m. Sunday and was measured at 16.28 feet at 6:30 a.m. Monday. The crest was a half-foot short of major flood stage, and is the fourth-highest recorded crest of the river at the Hendricks Ford Road measuring site in Edinburgh, according to data from the National Water Prediction Service.
