Four months after the discovery of 27 dead horses at a Clements ranch shook San Joaquin County residents, prosecutors have charged two people with 26 felonies for alleged animal cruelty and other crimes, the district attorney said Thursday. Following the arrest of Jan Ann Johnson by San Joaquin County Sheriff’s Office deputies Wednesday night, she was charged with 20 counts of animal cruelty in county court, a criminal complaint filed Wednesday shows.

On Tuesday, the Stockton City Council voted 6-0 to allow councilmembers to use the official city logo on individual communications that may not reflect the city’s official position. In a divided vote, the council also postponed sending the San Joaquin County Grand Jury an overdue update on changes the city is making after a scathing 2024 report about threats to the integrity of Stockton’s government.

A strong showing by street vendors and their supporters at a Stockton City Council meeting succeeded Tuesday night in pushing back a proposed ordinance that would impose fees, rules and penalties on those who make a living from selling food and merchandise outdoors. The council voted unanimously to push off further consideration of the measure until May 27 and require more town hall-style events around the city to gather additional comment from vendors and those who live near their operations.

With the deadline for presenting Stockton’s nearly $1 billion budget to the City Council and the public less than a week away, officials are working to fill five top positions in the city department that’s responsible for delivering the plan on time. It’s unlikely they can fill the positions, housed in the Administrative Services Department, by the May 15 deadline. The city has even hired contractors to cover some of the work.
