CHESAPEAKE, Va. — The grandmother of an 8-year-old killed in a fatal hit and run is speaking out about a recent motion to reconsider the defendant's sentencing. Chesapeake man Richard Humbert was sentenced to 5 years for a hit-and-run that killed Forrest Hooper, who was 8-years-old at the time Humbert's white sedan hit Hooper on South Battlefield Boulevard. Hooper's family previously said they believe the sentencing is adequate.

RICHMOND, Va. — Governor Glenn Youngkin on Friday signed into law a sweeping bill regulating the use of automatic license plate recognition (ALPR) systems across the Commonwealth, setting new standards for law enforcement agencies and advancing privacy and transparency in digital surveillance. NORFOLK, Va. — The parents of a Norfolk State student shot during an on-campus shooting this weekend tell 13News Now he's currently recovering after multiple surgeries. According to a campus Alert Saturday night, two people were injured after a late-night shooting this past Saturday on Greek Row. The parents of one of those victims shared with 13News Now their student had been shot at six times.

VIRGINIA BEACH, Va. — Court records reveal two men shot each over a cell phone robbery, in the second of three shootings across Virginia Beach in a 24-hour span. Virginia Beach Police announced the arrest of Josiah Spann, 18, for the robbery incident on Sassafras Court on Monday. According to court documents, a man exited his home on Sassafras Court and was asked for a lighter by an unnamed and unknown man.

JAMESTOWN, Va. — An analysis of grant information from the Institute of Museum and Library Services shows that coastal Virginia receives more than $2 million in federal grant funding across various museums and library sites. Now, there is a fear over the future of that funding, following the dismantling of the IMLS. Records show the IMLS, established in 1996, accounted for more than $15 million of federal grant funding for libraries and museums across the Hampton Roads region.
