Captain Russell Winder said the city recently received a grant to purchase 133 "Blink" cameras and mounted lights. Capt. LANCASTER COUNTY, Pa. (WHP) — A crew of five is being treated for injuries after the plane they were on crashed into the parking lot of a retirement community in Manheim Township on Sunday afternoon.
