Why This Matters Newcomer students are more likely to drop out of school because of challenges faced inside and outside of the classroom, including insufficient teacher training and a lack of basic needs. Why this matters South Bay Union serves about 5,600 students in preschool through 8th grade from communities in Imperial Beach, San Ysidro and Southern San Diego, many of whom are considered low-income and identify as Hispanic or Latino. Any approved consolidation option would impact hundreds of the district’s students. South Bay Union is still losing students.
