Still no agreement on a budget for the City of Schenectady, with one day before the deadline. The City is required to pass the budget on November 1st. "I will not support any of this," said Schenectady Finance Committee Chairman John Mootooveren. The council will reconvene with the Finance Committee for another meeting on Wednesday at 5 p.m., and try again.

But communities east of the Capital Region -- possibly hit the hardest from last night's storms -- are still cleaning up at this very moment. In Hoosick Falls, a state of emergency has been issued. The state of emergency is issued because of how bad and widespread this damage is to the community and it will remain in effect for 5 days.

Kevin Monahan, the man accused of killing 20-year-old Kaylin Gillis in April after she and her friends drove up the wrong driveway, appeared in court this afternoon. No cameras were allowed inside, but CBS6 had a reporter following along in the courtroom. Officers who were the first on the scene of Monahan’s house took the stand today, painting a clearer picture of what happened at his house after the shooting.

Albany officials gave an update following a violent weekend in the City, but pointed to recent measures they say give them hope to make the City even safer. Since the last update on August 14th, 9 illegally possessed weapons, including high-powered guns, have been taken off the streets. Since the last update, a person was found unresponsive in Washington Park on September 2nd, and on that same day, a homicide along Second Street.
